Coffee and Collaborations! Invitation to BID on a Coffee Shop at Bailey Contemporary Arts (BaCA) in Pompano Beach

POMPANO BEACH, FL. The City of Pompano Beach (the “City”) is interested in receiving proposals from coffee shop owners and dreamers of coffee shops, in response to an RFP for this unique opportunity and location in the west gallery at Bailey Contemporary Arts. In preparation for arabica and robusta bean- lovers of all kinds who may be interested, we will be holding a NON-MANDATORY PRE-PROPOSAL ZOOM MEETING AND SITE VISIT immediately following the Zoom on Tuesday, July 15 at 10:00 A.M.

Here's more...  Bailey Contemporary Arts Center (BaCA) is an incubator for artistic innovation and education. The venue has exhibited the multidisciplinary works of hundreds of leading local, national, and international artists. It is also located within a historic 102-year-old venue that originally was the Bailey Hotel, bringing natural history, artistry and a ready- made audience to the location. The selected vendor will offer high quality beverages and Iight food options within this already welcoming, professional, and artsy environment.  

The available Space includes +/- 700sf space for dining, operations, and merchandise display. The designated retail space at BaCA also includes two storage closets and a restroom that is available for public use; as well as independent locking systems for security. Additionally, there is an existing window insert currently used for merchandise display, which may be removed to create additional usable space at the discretion of the selected proposer.

This space has previously existed as a coffee shop which closed during Covid, lending itself to already- previous fittings for the nature of this type of business. However, while the space has basic infrastructure in place, the proposer is responsible for reviewing and determining what is needed to support their fully functional coffee shop, including any additional or specific, necessary plumbing, electrical, or other renovations. These requirements are provided for informational purposes only to assist proposers in preparing realistic and comprehensive financial and design proposals. 

Proposers should account for any infrastructure upgrades required to support their intended business operations as part of their submission. Utilities Available: Water, electricity, drainage, internet, public Wi-Fi, alarm system, etc.  

Operating hours of the building are Tuesday through Friday, 10 AM to 6 PM; Saturday, 10 AM to 4 PM; closed to the public on Sundays and Mondays. Note that the West Gallery is self-contained, i.e., it has its own locks and a security system that allows it to operate when BaCA is closed.  

Since its inception in 2014, BaCA has also served as a tremendous draw for those looking to enhance their artistic skills and appreciation through workshops, classes, tours, and events. One of the events that attracts the largest crowds to BaCA is Old Town Untapped, the city’s largest regularly occurring street festival, which takes place 

the first Friday of the month, October – June, inside BaCA and on the streets of the Old Town neighborhood. The intention of the RFP is to enhance the visitor experience at

BaCA and encourage patrons to “linger longer” in the facility by providing quality coffee and food, while at the same time offering BaCA event patrons a warm and inviting

location in a high-quality coffee shop and food services operation, surrounded by art!

The City intends for the initial term of the License Agreement to be three (3) years, with the option to renew for up to two (2) additional one-year periods. It is important that the selected operator demonstrates a commitment to being a collaborative team player and actively partners with the city on events while maintaining a strong focus on the arts. This will allow the coffee shop to seamlessly tie into BaCA. Including art in the décor and presentation of this space is a required element of this RFP.

Important Dates

NON-MANDATORY PRE-PROPOSAL MEETING AND SITE VISIT - The Pre-Proposal Meeting will be held via a Virtual Zoom Meeting on July 15, 2025, at 10:00 AM. (local). The Zoom link is available on the City’s Meetings webpage: https://www.pompanobeachfl.gov/meetings.

SITE VISIT AND WALKTHROUGH - A site visit will be held immediately following the non-mandatory pre-proposal meeting at the project address, Bailey Contemporary Arts, 41 NE 1st St., Pompano Beach, 33060, on July 15, 2025.

PROPOSAL SUBMITTAL DUE DATE

The city will receive sealed proposals by 2:00 p.m. (local) on August 28, 2025.

Proposals must be submitted electronically through the eBid System on or before the ue date/time stated above. Any proposal received after the due date will not be considered. 

About Pompano Beach Cultural Affairs Department:  The mission of the Cultural Affairs Department, operating as Pompano Beach Arts, is to provide cultural programming that includes visual arts, digital media, music, film, theater, dance, and public art for the enjoyment and enrichment of residents and visitors to Pompano Beach, Broward County, and the greater South Florida area.
